
Support to Building National Capacities for Earthquake Risk Reduction at Amman Municipality in Jordan
Disaster Risk Management Master Plan (DRMM)
The Government’s National Master Plan for Emergency and Disaster Management (2004) identifies the following main disasters as potential threats to Jordan: earthquakes, flash floods, drought, locusts, and weather emergencies (snowstorms, frost), as well as man-made disasters such as fires, chemical dangers (industrial releases, hazardous materials transportation accidents, etc.), chemical, biological, and radioactive contamination, armed conflict, and mass population migration.
In general, the capacity to deal with natural hazard risk in Jordan is still predominantly focused at the response stage and in need of strengthening in several areas to bring it more in line with contemporary risk reduction practices. In the absence of a disaster risk reduction policy, the inclusion of risk information into the development planning process is weak. The inevitability of earthquakes in this region coupled with rapid urban growth makes the implementation of a comprehensive and holistic urban risk reduction programme for Jordan a definite imperative.
The Project’s aim: The project aims to establish an integrated disaster risk management process, which will equip the city of Amman with a Disaster Risk Management Master Plan (DRMMP) that is anchored on a sound institutional framework and based on the risk profile of the city. The DRMMP will ultimately provide a framework for disaster risk reduction, which can be mainstreamed into the urban development planning process of the city of Amman. Through focus groups discussion, training and capacity building initiatives, this project will engage the communities and their governing bodies in disaster risk reduction by enhancing their knowledge of the risk parameter and the options for reducing this risk, building institutional strength and capabilities and developing a coalition of knowledgeable stakeholders whose collective contribution results in a safer community and environment.

- Mainstreaming Risk reduction into urban planning and management process
- Development of Personnel capacity of the Cadre of Risk Management
- Increasing Public awareness and participation in risk reduction
