Prevention and self-protection department Transformation and development
- In order to do the duties of civil defence in limiting accidents and reduce their effects, a special department is established in 1978 for supervising and controlling the prevention procedures which are executed in a professional way in the construction plans and designs until being built and occupied by owners. This department was the prevention and self-protection its role was shortly supervising prevention procedures on constructions to determine the fire fighting and alarm requirements. In that, time the number of construction was very small due to the small number of people who work on that department.
- In the middle of 80's specialist people in the chemical science was joined this department in order to deal with the chemical accidents and to control the used chemicals in factories and Controlling chemical transferring. those experts played a key role in developing the department by preparing the handbooks for storing chemical, transferring chemicals, antiseptic and the sticker plat on the chemical vehicles, they also do computer programs for that and another for construction information.
- In the beginning of ninety a number of people who have the bachelor degree in the engineering (mechanical, electrical and civil) were joined the department beside their queers who have the scientific degree(chemical, physics) this was for examining and checking the design plan for the new construction and in the field. So the civil defence had an effect work in examining all the project design plans as mentioned on the Jordan national building codes ( fire prevention system code, fire fighting code, and fire alarm code…etc). Where civil defence has chosen the prevention and self-protection department to do that job as a formal side. So it has the responsibility to determine the required fire fighting and alarm system according to the codes above, this should be done from the beginning of designing the construction, so it will be easy for the owner to provide these systems and requirements, while he do the building works as it was mentioned on the approved plans.
Note: the civil defence had a special work in preparing the prevention code ,fire fighting code and alarm code ; in order to develop the codes according to the modern growth in the country.
- Here the duty of prevention and self-protection department according to the civil defence law No. 18 for 1999:
- Studying the suggestion construction design drawing in all kinds also the present one in case of increasing their space or changing the type of occupation to make sure that the suitable prevention and self-protection will be installed on it as mentioned in the Jordan codes
- Examining field for the fire fighting and alarm system to ensure that is compatible to the standards.
- Controlling the materials and equipment for the fire fighting and alarm to ensure that they are according to local and universal approved standard.
- Organize the work of the safety company.
- By classifying them according to the regulation number (1) for 2004 that had been done and related to the law of civil defence number (18) for 1999.
- Safety supervises the gas station and LPG gas dealer and their store to ensure that the prevention and self-protection requirement is available.
- Checking the report from the entire civil defense directorate to ensure their compatibility for the codes and regulations.
- Participation in many technical committee that specialized on the safety like (prevention of industrial danger committee, technical committee for managing and transfering the hazard chemical and their waste, national committee for the chemical weapon prohibition agreement, special license for the LPG and gas station committee, LPG container in construction committee, inspection committee for the agreement of civil defence with greater Amman municipality and the Jordanian engineering association).
- Take samples to analyze for fire investigation.
- Test dry chemical powder and equipment (hoses and extinguishers) at civil defence laboratory.
- Effective participation in the literature in a coordinate with engineering association and university and special workshop in the safety fields.
- Participation in the civil defence magazine by people in the prevention and self-protection department to appear what are the new and modern in this field.
- Coordinating with the media to spread the prevention knowledge for all people.
- Follow-up people complaints related to safety procedures.
- Provide the technical experience when it is asked from the authorities for fire reason.
- Participating in dealing with leakage of chemical accident by giving the technical required information about this chemicals and give suitable treatment. In addition, taking procedure steps by specialized teams of civil defence.
- Participating in preparing specialized books for prevention and fire investigation courses.
- Participating in purchasing committee for the fire fighting materials and equipment.
- Participating in the construction committee of civil defence.
- holding specialized training courses in the prevention and fire investigation for civil defence officers.
